PFM Blog: Fiscal Data Governance: Forging the Path to Data-Driven Fiscal Operations
The IMF’s Regional Capacity Development Center for Southern Africa (AFRITAC South) and the Africa Training Institute recently hosted a workshop on Fiscal Data Governance (FDG) for 13 countries, emphasizing the importance of high-quality fiscal data for effective PFM digital solutions. Despite significant investments, poor data quality often hampers these systems, due to weak FDG practices in areas like legal frameworks, data architecture, and interoperability. The workshop introduced an FDG Framework and Fiscal Data Quality Indicators (FDQIs) to assess and improve data quality. Participants explored legal, technical, and governance aspects, with sessions highlighting the role of data architecture and governance technology. Country presentations showcased open data initiatives, and participants developed a comprehensive FDG Program for a hypothetical country, aiming to enhance data quality and support digital PFM transformation.
